Ejari in Dubai: What It Is and When You Need It

Ejari is the Dubai Land Department’s system for registering a tenancy contract, and the obligation to register sits with the landlord — but the tenant is the one who usually files it, and the tenant is the one who cannot get a DEWA connection, a mainland trade licence or a sponsor file without it.

A great deal of what circulates about Ejari online is wrong, and two of the most repeated claims trace to law that has been superseded. This guide gives what the Dubai Land Department, u.ae and GDRFA Dubai actually publish, and says where that record stops.

What Ejari is

The Dubai Land Department’s tenancy guide describes it plainly: “EJARI is an online program developed by RERA for recording tenancy contracts”, and registration through it “is mandatory”. RERA is the Real Estate Regulatory Agency, part of DLD.

Registering produces a registered tenancy contract with a certificate number. That number is what other government systems ask for.

Who has to register it

Two official statements sit alongside each other here, and both are true.

The obligation is the landlord’s. u.ae states that “in Dubai, landlords must register lease agreements with Dubai Land Department”, and clause 14 of DLD’s own unified tenancy contract has the landlord undertake to register the contract on Ejari.

The tenant is who files it. DLD’s service page for registering and renewing an Ejari contract states that “the applicant must be the tenant or a legal representative with an official power of attorney”. Where the tenant files, the landlord has to approve: DLD states that “if the landlord does not approve within 5 days, the request will be automatically canceled”.

In practice that means a tenant who waits for the landlord to act can wait a long time, and a tenant who files needs the landlord to respond inside five days. Neither side can complete it alone.

When you actually need it

Four things in Dubai are gated on a registered tenancy contract, each confirmed by the authority that gates it.

Note the third one carefully. What is confirmed is the sponsor file — the file that lets you sponsor somebody else. No official page we could read makes Ejari a requirement for your own residence visa or its renewal, and we are not going to write that it is.

How to register, and what it costs

DLD publishes three channels: the Ejari system for registered users, real estate trustee centres, and the Dubai REST app. The app route requires both parties to be individuals; the trustee route is not available where a management company holds the property.

DLD’s service page gives the totals as AED 177.75 through the app or website and AED 220 through a real estate trustee centre. Both totals are built the same way — AED 100 to register the contract, a AED 10 knowledge fee, a AED 10 innovation fee, and a service partner fee that differs by channel, plus VAT on that partner fee.

Separately from Ejari, Dubai Municipality levies a housing fee through the DEWA bill, which u.ae describes as “calculated at the rate of 5 per cent of the yearly rental charges”. That is not part of the Ejari fee and is not paid to DLD.

What we will not tell you, because it is not official

These are the four claims we found repeated most often and could not confirm on any government domain.

  • “There is an AED 3,000 fine for not registering Ejari.” This figure appears on no Dubai Land Department, u.ae or GDRFA page we could find. What is official is consequential rather than punitive: no DEWA connection, no mainland licence, no sponsor file, and no registration of this year’s contract until the previous years are registered.
  • “The courts will not hear your case without Ejari.” This traces to Article 4(2) of Law No. 26 of 2007, which Law No. 33 of 2008 superseded. The replacement text contains no such bar. It should not be repeated as current law.
  • A minimum lease term. One DLD page says the minimum term is one year; another answers the same question with “from less than a year to a maximum of 10 years”. Neither carries a date. We are not asserting a minimum.
  • A deadline in days between signing and registering, and any validity or expiry rule for the certificate itself. Neither is published.

One further gap worth naming: the Ejari portal at ejari.dubailand.gov.ae was unreachable throughout our research, so nothing on this page rests on it.

Our advice — practical guidance, not a rule

Marked as advice because no official page prescribes it.

  • Register as soon as the contract is signed rather than when something forces it. Every downstream step — DEWA, licence, sponsor file — waits on the certificate rather than on the contract.
  • If the landlord is slow, file as the tenant and tell the landlord the five-day approval window has started: an unapproved request is cancelled rather than held.
  • Check the registration history before renewal, not after. A missing earlier year blocks the current one and takes longer to fix than to find.
  • Keep the Ejari certificate with the trade licence file rather than the tenancy file — it is the licence and the sponsor file that will ask for it again.

Fees on this page were checked in September 2026. Dubai Land Department pages carry no per-page dates, so there is no published signal when one of them changes.

It is confirmed for opening a sponsor file with GDRFA, which is what lets you sponsor family members. No official page states that it is required for your own residence visa or its renewal.

Can I register this year’s contract if last year’s was never registered?

No. The Dubai Land Department states that a lease contract cannot be registered with Ejari if the previous contracts are not registered already.

Is the 5% housing fee part of the Ejari fee?

No. The housing fee is a Dubai Municipality charge calculated at 5 per cent of the yearly rent and collected through the DEWA bill. It is separate from the Ejari registration fee.
